X doesn't count every character the same. Letters, numbers and punctuation in most European alphabets count as 1. Emoji and Chinese, Japanese and Korean characters count as 2. Every link counts as 23, however long it is, because X shortens it.
The X (Twitter) row at the top of Limits shows that weighted count against 280. The goal ring counts each character once and highlights anything past 280, which is the same as X's count for plain text with no links or emoji.

Yes, but every link counts as 23 characters however long it is, because X shortens it to a t.co link.
Most do. X counts emoji and Chinese, Japanese and Korean characters as 2, so a post full of them fits fewer than 280. The X (Twitter) row uses this weighted count.
Paid X Premium accounts can post longer text. 280 is the limit for standard accounts.
