What low CTR means
Click-through rate is the proportion of search impressions that become clicks. It varies by position, query type, device, brand familiarity and the surrounding results. A low number is not automatically a problem. A page at position 17 should not be judged by the same expectation as a page at position 2.
The useful question is narrower: is this page appearing for a query it can satisfy, and does its title and description make that promise clear?
Find the right page first
In Search Console, open Performance, choose a recent 28-day range and view Pages. Sort by impressions. Look for URLs with meaningful impressions, an average position that is already within reach, and a query pattern that matches the page. Ignore isolated queries that are clearly unrelated; they are usually noise rather than a new strategy.
A guide receives 600 impressions for “Search Console weekly review” at an average position of 8, but earns 4 clicks. The page probably needs a clearer result snippet and a more direct first paragraph—not ten new keywords.
Read the query pattern
Export or inspect the queries for the page. Group them by intent: learning (“how do I”), comparison (“best tool for”), diagnosis (“why is”) or action (“download”, “template”, “app”). Then compare the dominant intent with the first screen of the page. If a visitor asks for a workflow and sees a product pitch, add the workflow. If they ask for a tool and see only theory, make the next step visible.
Make one change at a time
Start with the title because it is the clearest promise in the result. Keep it specific and human. Improve the first paragraph so it answers the query without a preamble. Add one useful section that is genuinely missing. Update the meta description to set an accurate expectation, but do not treat it as a ranking lever by itself.
Measure the follow-through
Wait long enough for a meaningful comparison, then check clicks, impressions and the query mix again. A better CTR with worse engagement is not a win. Add an internal link to the next useful page and track whether visitors continue toward the product. Rank makes this review easier to repeat on a Mac without turning it into a reporting ceremony.
