When a template is enough
A spreadsheet or CSV can work for a small, stable team when changes are rare and one person can keep the file current. The important thing is that everyone knows which version is the answer.
When to move beyond the file
If availability arrives in messages, swaps are easy to miss or the owner repeatedly counts coverage by hand, a focused workflow can reduce the hidden work around the template.
